CM Vijay Expands Crop Loan Waiver to Rs 75,000 for Tamil Nadu Farmers

Tamil Nadu Chief Minister C. Joseph Vijay has announced a substantial expansion of the state's crop loan waiver scheme, raising the full relief limit for cooperative bank loans to Rs 75,000. This decision, made on Tuesday, extends crucial financial assistance to small, marginal, and other farmers across the state, addressing persistent demands from agricultural organisations and political entities.

The revised package is set to benefit an estimated 14.43 lakh farmers, incurring an additional expenditure of Rs 5,932.23 crore for the state exchequer. This significant outlay underscores the government's commitment to supporting the agricultural sector, which forms the backbone of Tamil Nadu's rural economy.

The announcement follows closely on the heels of an earlier waiver programme that covered loans up to Rs 50,000 for small and marginal farmers. However, that initial scheme drew criticism from various farmer groups and political parties, who argued that a substantial number of cultivators with higher borrowings were left out. These representations prompted the government to re-evaluate the scheme's scope.

Chief Minister Vijay chaired a high-level meeting at the Secretariat on Monday, bringing together ministers and senior officials from the Agriculture, Cooperation, Finance, and Planning and Development departments. The comprehensive review of the existing scheme led directly to the decision to increase the waiver threshold, ensuring a broader reach and deeper impact.

Under the expanded scheme, crop loans obtained through cooperative banks between May 1, 2025, and February 28, 2026, will be fully waived if the outstanding amount is up to Rs 75,000. This specific timeframe ensures that recent borrowings, which might be contributing to current financial distress, are covered.

Recognising that many farmers carry larger debts, the government has also introduced a provision for those whose crop loans exceed Rs 75,000. These borrowers will receive financial assistance of Rs 35,000 each. This tiered approach ensures that even farmers with higher loan burdens receive some measure of relief, preventing a complete exclusion based solely on the size of their debt.

Official estimates detail the breakdown of beneficiaries and the associated costs. Approximately 8.33 lakh marginal farmers will receive waivers and relief totalling Rs 3,599.67 crore. Additionally, 5.16 lakh small farmers are expected to benefit from assistance amounting to Rs 1,995.42 crore. A further 93,548 farmers, categorised under 'other', will receive Rs 337.15 crore in aid.

Officials confirmed that the revised scheme was carefully formulated, taking into account both the pressing demands from the farming community and the operational guidelines issued by the Reserve Bank of India for government-sponsored loan waiver programmes. This adherence to regulatory frameworks ensures the scheme's legitimacy and smooth implementation.

The Chief Minister has instructed officials to implement the expanded scheme without delay. The primary objective is to enable eligible farmers to access fresh institutional credit promptly, allowing them to prepare for the upcoming cultivation season without the burden of outstanding debts. This timely intervention is critical for maintaining agricultural productivity and supporting farmer livelihoods in the state.

The expansion of the crop loan waiver scheme represents a significant policy intervention aimed at bolstering the financial resilience of Tamil Nadu's farming community. By addressing a critical need for debt relief and facilitating access to new credit, the government hopes to foster a more stable and productive agricultural environment, directly impacting food security and rural prosperity.
