Shocking Bureaucracy: Legendary Scientist Flagged in Voter Revision

In a baffling turn of administrative events, media reports surfaced claiming that 92-year-old Bharat Ratna recipient Professor CNR Rao was asked to establish his identity before election authorities in Karnataka. The issue reportedly stemmed from a minor typographical error in the electoral rolls during the ongoing Special Intensive Revision (SIR) in Bengaluru. The news sent shockwaves through public and scientific communities, highlighting the rigid, automated mechanisms of the election verification process.

The Spelling Mismatch: How an Extra ‘f’ Caused Chaos

According to initial reports, the glitch arose from a self-name mismatch between historic and current voter records in the Malleshwaram Assembly Constituency of Bengaluru Urban district. While older records documented the eminent scientist as Prof CNR Rao, the current draft electoral rolls allegedly contained a clerical error, recording his designation with an additional letter as "Proff CNR Rao."

Under the Election Commission’s Special Intensive Revision guidelines, a "self-name mismatch" occurs when an elector uses details from the 2002 electoral roll while filling out the SIR enumeration form, but those details fail to match current database entries. In the 2002 electoral roll for Part No. 129, Serial No. 431 of the 76-Malleshwaram constituency, his name was originally recorded as "Rama." Currently, he is registered in Part No. 59, Serial No. 187 of the 157-Malleshwaram constituency as "Prof. C. N. Rao M."

Because regulations dictate that only the individual named in a mismatch notice can appear for the identity verification hearing, early reports suggested that the elderly scientist was summoned to appear in person at an office near the Indian Institute of Science (IISc).

Election Commission Rebuts Notice Claims

As public reaction intensified over the perceived disrespect to one of India’s most decorated citizens, the Election Commission stepped in to issue a comprehensive technical and procedural clarification. District Election Officer (DEO) and Chief Commissioner Maheshwar Rao firmly denied that any formal notice or summons had been served to the legendary scientist.

Clarifying the exact protocol followed by field staff, the District Election Officer released an official statement to set the record straight:

"It has come to the notice of the authorities that certain media reports stated that a notice was issued to Bharat Ratna Prof CN Rao. In this regard, as part of the Special Intensive Revision of the electoral rolls, Enumeration Forms were respectfully delivered in person to Prof CN Rao and his family members at their residence by the State SVEEP Nodal Officer, along with the Commissioner of the Bengaluru West City Corporation."

The authorities stressed that all required information was duly filled in during the personal visit, ensuring that the 92-year-old scholar’s name was properly updated in the draft electoral roll without forcing him to attend any formal hearing.

He stands as the third scientist in Indian history to be bestowed with the Bharat Ratna, India’s highest civilian honor. Beyond his groundbreaking laboratory work, Prof Rao played a pivotal role in shaping the country’s national science policies. He served as a key advisor on the Scientific Advisory Council to former Prime Minister Indira Gandhi and subsequently headed the Scientific Advisory Councils for four prime ministers: Rajiv Gandhi, HD Deve Gowda, IK Gujral, and Dr. Manmohan Singh.
