In a major development bringing huge relief to millions of daily digital wallet users, the central government has confirmed that Unified Payments Interface (UPI) transactions will remain entirely free for consumers, even as a new Merchant Discount Rate (MDR) structure takes effect on October 15, 2026.

While initial speculation regarding transaction costs had raised public concern, official guidelines clarify that the financial responsibility rests strictly on commercial establishments. Under the newly structured framework, a standard 0.4% MDR will apply only to person-to-merchant (P2M) payments exceeding Rs 2,000. To prevent excessive burdens on large purchases, transactions of Rs 75,000 and above will face a hard fee cap of Rs 300 per transaction.

Why Consumers Can Relax: Complete Protection from Extra Fees

The primary highlight for everyday users is total protection against any surprise check-out fees or transaction surcharges. UPI service providers and app developers are explicitly prohibited from levying platform fees or convenience charges. Furthermore, merchant-acquiring banks will collect the fee directly from businesses, and commercial vendors are legally forbidden from passing these operational costs onto shoppers.

For everyday buyers, this ensures that making payments via QR code or UPI ID will cost the exact listed price of the product or service. Likewise, person-to-person (P2P) transfers—such as sending pocket money to family, settling dinner tabs among friends, or transferring money between personal bank accounts—will remain 100% charge-free regardless of the amount transferred.

Understanding Category Caps and Exemption Rules

The framework also incorporates safeguards to prevent cost spikes on essential household expenses and micro-businesses. Official estimates reveal that over 95% of total P2M UPI transactions by volume fall well below the Rs 2,000 threshold, meaning the vast majority of routine daily shopping remains untouched by MDR rules.

For transactions exceeding Rs 2,000 in key service sectors, the government has instituted a flat Rs 5 MDR per transaction rather than the 0.4% rate. This specific flat fee applies to fuel stations, railway bookings, telecom bills, insurance premiums, and municipal utility services such as water, gas, and electricity. Capital market activities—including mutual fund investments and stockbroker transfers—will carry a minor 0.02% MDR, capped at Rs 300.

Crucially, small neighborhood merchants operating under the Person-to-Person-Merchant (P2PM) category who collect up to Rs 1 lakh monthly via direct QR codes are fully exempt from the MDR, ensuring micro-businesses face no financial disruption.

Sustaining India’s Digital Payments Infrastructure

Addressing the necessity of the revenue model, officials emphasized that maintaining UPI’s vast operational backbone requires sustainable commercial funding. In August 2026 alone, the UPI network processed an impressive 2,451 crore transactions worth Rs 29.9 lakh crore. Operating server capacity, fraud mitigation mechanisms, and banking integrations require approximately Rs 20,000 crore annually.

Revenue collected under the new MDR mechanism will be reinvested into UPI ecosystem resilience, technological innovation, cybersecurity systems, and specialized infrastructure development aimed at expanding merchant onboarding across rural areas and Tier 3 through Tier 6 towns.
