The Election Commission of India has issued Special Intensive Revision (SIR) notices to External Affairs Minister S Jaishankar, former Deputy Prime Minister LK Advani’s family members, and top bureaucrats in New Delhi after automated systems flagged discrepancies in their electoral records. The sweep has caught political heavyweights, former supreme court judges, and security chiefs off guard, revealing how strict data-matching protocols in the national capital are leaving no voter unscrutinized.

In an astonishing demonstration of algorithmic neutrality, the notices stem from systemic automated checks within the Election Commission’s digital repository, ECINET. High-profile figures were flagged primarily because their current voter profiles could not be digitally mapped to the historical electoral rolls established during Delhi’s previous Special Intensive Revision in 2002, or because minor orthographic discrepancies triggered automated compliance alerts.

Understanding the System-Generated Flags

The primary trigger for the notices issued to VVIPs in the New Delhi Assembly constituency is a status classified as "unmapped with last SIR." When an elector’s entry in the present roll cannot be automatically cross-referenced and linked to an entry from the 2002 revision, the system flags the profile for manual document verification. In other cases, minor administrative differences between historical files and current entries created flags for "self-name mismatch" or "parent-name mismatch."

For instance, External Affairs Minister S Jaishankar and his wife, Kyoko Jaishankar, both registered in the Sunder Bagh electoral part of the New Delhi Assembly constituency, were classified under the unmapped status. Similarly, Central Bureau of Investigation (CBI) Director Praveen Sood, alongside his wife Vanita Sood and mother Kamlesh Sood, received notices due to the inability of the system to bind their current files to the 2002 rolls.

Broad Sweep Across Political and Bureaucratic Ranks

The technical net extended across the highest echelons of India’s civil services and military establishment. Former Army chief General Upendra Dwivedi and his wife, Sunita Dwivedi, faced similar mapping flags. Within the political spectrum, the family of veteran leader LK Advani saw his daughter Pratibha Advani and daughter-in-law Geetika Advani receive notices, even though Advani himself served as Union Home Minister during the 2002 revision exercise. Interestingly, Advani’s son, Jayant Advani, successfully cleared the automated mapping process.

Former Delhi Deputy Chief Minister Manish Sisodia and his family were also caught in the verification drive. While Sisodia’s notice did not cite a specific preliminary reason, his wife, Seema Sisodia, received a notice for a self-name mismatch. This administrative flag subsequently triggered a parent-name mismatch notice for their son, Meer Sisodia. Family sources indicated they were initially unaware that the automated system had generated these compliance flags. A similar cascade occurred for CPM MP John Brittas’s family, where his wife, Sheba Brittas, was flagged for a name discrepancy, generating a secondary notice for their son, Anand Brittas.

Bureaucratic Leadership Under Scrutiny

The list of administrative heads required to submit documentation includes Foreign Secretary Vikram Misri, Securities and Exchange Board of India (SEBI) Chairman Tuhin Kanta Pandey, and Principal Scientific Adviser to the Prime Minister Ajay Kumar Sood. Other senior secretaries listed in the unmapped category include Health Secretary Punya Salila Srivastava, Fisheries Secretary Abhilaksh Likhi, Ex-Servicemen Welfare Secretary Sukriti Likhi, Fertiliser Secretary Rajat Kumar Mishra, and Land Resources Secretary Narendra Bhooshan.

Meanwhile, Expenditure Secretary Vumlunmang Vualnam received a notice regarding discrepancies in name or family entries, and Comptroller and Auditor General K Sanjay Murthy was flagged for a parent-name mismatch. These notices come shortly after former Delhi Chief Minister Arvind Kejriwal, his wife Sunita, and three family members were placed in the unmapped category after their enumeration forms lacked complete historical linkage details.

Safeguards, Hearing Opportunities, and Deadlines

Responding to public surprise over the high-profile notices, Delhi’s Chief Electoral Officer assured citizens that receiving a notice does not signify the removal of a voter or a declaration of ineligibility. The CEO emphasized that the process is focused purely on data hygiene.

"System-generated notices are being issued to the above-mentioned categories to correct their data in ECINET. No name can be deleted without giving an opportunity of being heard and a proper, speaking and appealable order," the Chief Electoral Officer clarified.

All flagged electors, regardless of rank, must submit replies along with supporting identity and residence documentation to their respective Electoral Registration Officers (EROs). In cases such as Delhi Chief Minister Rekha Gupta, who received an age-discrepancy notice, physical verification by a Booth Level Officer successfully validated her details for inclusion in Shalimar Bagh’s final roll. EROs are mandated to review all submitted documents and dispose of all pending notices by October 29, ahead of the publication of the final electoral roll on November 4.
