Under the new directives issued by the Ministry of Petroleum and Natural Gas, domestic households that fail to verify their identity through biometric authentication risk losing access to subsidized cooking gas. Once the October 1 deadline takes effect, cylinder refill bookings at regulated retail prices will be restricted exclusively to authenticated users. Consumers who choose not to undergo the biometric verification or fail to complete it in time will be forced to buy LPG cylinders at non-subsidised market prices.

How Unauthenticated Consumers Can Complete Verification

To avoid losing subsidy benefits, unverified consumers can complete biometric authentication through multiple accessible channels. Verification can be performed directly at home during cylinder delivery via the delivery personnel, at local LPG distributor showrooms, or through dedicated mobile applications run by state-owned oil marketing companies. These digital apps include IndianOil ONE for Indane, HelloBPCL for Bharatgas, and HP PAY for HP Gas users.

"Subsidised refill booking will be enabled once authentication is completed," stated the Petroleum and Natural Gas Ministry in an official release.

For consumers who choose not to complete the authentication process, access to subsidised gas will be revoked. However, they will still be permitted to purchase LPG at full market prices. Unsubsidised consumers must explicitly log their choice using oil marketing company digital platforms, such as official websites, mobile applications, WhatsApp chatbots, or Interactive Voice Response Systems. Depending on regional stock availability, non-subsidised purchasers can obtain 5-kg or 10-kg cylinders.

Massive Nationwide Outreach and Repeated Deadline Extensions

The government and state-run oil distributors have been executing a nationwide authentication drive since October 2023. Over the past eleven months, oil marketing companies have dispatched more than 12 crore notifications via SMS and WhatsApp to encourage compliance. Distributors, delivery workers, special local camps, and IVRS prompts have also been deployed to reach remote and urban households alike.

The compliance deadline was previously adjusted multiple times to allow maximum consumer participation. Initially set for June 30, the government granted successive extensions to July 31, August 7, August 15, August 23, August 31, September 7, and September 14 before establishing the final firm deadline of October 1. As of September 19, official figures show that 27.43 crore active domestic LPG users—accounting for 89.9 per cent of the country’s total consumer base—have successfully finalized their biometric Aadhaar authentication.

Fiscal Burden and Curbing Commercial Diversion

The primary rationale behind strict biometric linkage is eliminating illegal duplicate connections and preventing the diversion of subsidised domestic cylinders into commercial and industrial sectors. Ensuring that state fiscal support reaches genuine households has become increasingly crucial given the substantial public expenditure involved.

Official data highlights the changing fiscal dynamics of domestic fuel support. In June, the implicit subsidy per 14.2-kg domestic cylinder stood at Rs 721, which dropped to approximately Rs 210 by September 2026. To buffer public-sector oil marketing companies against domestic LPG under-recoveries, the central government disbursed Rs 22,000 crore in compensation for 2022-23 and allocated Rs 30,000 crore for each financial year in 2025-26 and 2026-27. Despite these massive injections, accumulated under-recoveries at state-owned oil marketing companies exceeded Rs 62,000 crore as of August 31, 2026.

By enforcing biometric authentication from October 1, the government seeks to establish a clear barrier between subsidised beneficiaries and non-subsidised commercial markets, plugging revenue leaks and safeguarding national fiscal resources.
