BRS working president KTR said on October 25, 2026 that K. Chandrashekar Rao, KCR, will become Chief Minister again in 2028 and will make Telangana the number one state in the country once more. He made the claim at Telangana Bhavan in Hyderabad, where he also attacked the Congress government for, in his words, cheating voters with promises it has not kept.
KCR will become Chief Minister again in 2028, and we will make Telangana the number one state in the country once more.
The prediction was the centerpiece of a combative speech that also marked the induction of a senior minority leader into the party. Jibran Sharif, a senior minority leader from the Khairatabad constituency, joined BRS in KTR’s presence at the Telangana Bhavan event.
Promises on the table
KTR’s main charge was simple: Congress made promises during the election campaign and has not delivered. He said the party made 420 guarantees before coming to power and that Rahul Gandhi carries the responsibility of answering to people on their implementation. He mocked the Congress leader for touring the country while, in KTR’s view, Telangana never comes to mind.
He pointed to a specific pledge made during a visit to unemployed youth at Ashok Nagar in Hyderabad before the elections. Congress promised two lakh jobs within the first year of taking office, and KTR demanded that the government disclose how much of that commitment it has met.
He also said the government had announced a budget of Rs 4,000 crore for minority welfare but had failed to implement it. On pensions and farm support, he questioned why Congress has not followed through on its promise to raise Aasara pensions from Rs 2,000 to Rs 4,000 and to provide Rs 15,000 per acre under Rythu Bharosa.
Land deal allegations
The sharpest part of the speech came when KTR turned to allegations involving the family members of people in government. He claimed that five acres of land, which he said is valued at around Rs 200 crore, was gifted to a younger brother of a government leader for Rs 7 crore. He also demanded full details of a Rs 1,000 crore deal that he said is linked to another brother living in the United States.
These are allegations raised by KTR, and the speech did not include any official response from the government in the source material. Still, he framed them as questions the public has a right to have answered, and he argued that the Revanth Reddy government’s record is being shaped by a series of controversies and corruption claims.
Democracy and the opposition
KTR also accused the government of responding to criticism with threats. He said people who question the government are met with abuse and false cases, and that opposition leaders who raise government failures are being intimidated with arrests. Questioning the government, he said, is both the responsibility of the opposition and a right of the people.
He took aim at the BJP as well, arguing that the party lacks the strength to take on Congress in Telangana. In his telling, the BJP government in Delhi is dividing people, while the Congress government in Telangana is looting them. He added that Congress alone is not enough to stop communal politics in the country and that it does not have the political strength to take on Prime Minister Narendra Modi.
KTR’s case for BRS
To make his argument for a return to power, KTR returned to the period before Telangana’s formation, when Hyderabad faced power cuts and drinking water shortages. He recalled that households needed inverters and apartment complexes needed generators to get by. He credited the KCR government with improving electricity, drinking water and other basic infrastructure over the decade it ran the state.
He also said the BRS government worked across all communities and that the party played a key role in preserving the Ganga-Jamuna tehzeeb tradition in Hyderabad. The party, he said, will keep fighting to protect Telangana’s interests, strengthen its organization and continue its struggle over the problems of ordinary people.
The 2028 prediction now sits at the center of the political debate. KTR’s message to cadres and voters is that the ten years of BRS rule should be measured against the promises being made today, and that KCR is the leader who should return to office. Whether that claim holds will depend on the next election cycle, but the battle lines for it are already being drawn.
